ALT(外国語指導助手)の小学校での指導要領と具体例について

2020年に入り、小学校でも英語教育が見直されて多くのALTAssistant Language Teacher)外国語指導助手が置かれるようになりました。
今まで小学校の教員試験には必要のなかった英語の授業できるので、現場は大慌てです。

2020年度から、小学校5~6年生では成績の付く英語の教科になり、3~4年生でも外国語活動としての授業が始まっています。
そんな小学校におけるALTの役割と扱いについて解説します。

ALT外国語指導助手はどこからくるの

ALTを採用する方法は大きく分けて、2つの方法があります。

JET プログラム

JET PROGRAMME

文部科学省及び財団法人自治体国際化協会 (CLAIR)の管轄下にあるプラグラムで、実際に業務は財団法人自治体国際化協会 (CLAIR)が行っています。
文部科学省の天下り先でもあります。

JET プログラムは、語学指導等を行う外国青年招致事業(The Japan Exchange and Teaching Programme)の略で、外国青年を招致して地方自治体等で任用し、外国語教育の充実と地域の国際交流の推進を図る事業です。
2019年8月2日の資料では、参加者アメリカ合衆国2,958人、英国528人、オーストラリア連邦321人、ニュージーランド 236人、カナダ531人 となっています。

アメリカ人が大多数となっています。
地方自治体は、ここに連絡してALTを派遣してもらいます。

安心できる人材を確保できるのですが、高額な給料をもらっている方が大勢役員をしていますのでどうしても派遣金額が高額になってしまいます。

民間の派遣や直接雇用を利用

民間の派遣会社でもALTの斡旋をしています。
こちらの方がかなりお安い価格でALTを雇う事ができますので、地方自治体にとっては好都合です。

小学校におけるALT等の活用総数は 13,044人となっており、 このうちJET プログラムを活用したALTは 2,523人で全体の 19.3%となっています。
JET プログラムの比率は高いのですが、雇用にかかる経費が高額となるため他の方法が多く使われています。

ALT等の活用人数の推移

平成30年の調査で、小学校教師のうち中・高等英語免許状を所有している割合 5.9 %( 20,182 人/ 343,295人)と少ないので英語の授業はどうしてもALTに頼らなければできないという事情もあります。

ALTの先生とどのように小学校の教師は対応するの

小学校の教員は、英語の免許がいりませんでしたので英語を話すとなるとやはり事前の準備が必要になってきます。
そのためにいろいろとマニュアルを覚える事から始まります。

ALTとの事前協議

1 電話での事前協議 1Arrangement by Telephone

初めまして。今回の訪問で担当いたしますA小学校の田中です。よろしくお願いたします。
Hello. This is Tanaka of A elementary school. I'm your team-teaching partner from our school. I look forward to working with you.

先日こちらからお送りいたしました書類は届きましたか。
Have you received the document we sent the other day?

月曜日の9時にこちらにおいで下さい。
Please plan to arrive at nine a.m. on Monday.

こちらへは、A駅からB経由でC行き、汽車に乗り、C駅でD行きのバスに乗り換えてE で降りてください。
In order to reach our school, please take the train bound for C via B at A station. Get off at C station and take the bus for D. Get off at E bus stop.

平日の朝は混雑します。A駅から約1時間かかります。バス停から少し道がわかりにくいので私がご案内します。
On week days, traffic is quite heavy in the morning and so it'll take you about an hour to get to our school from A station.
I'll meet you at the bus stop since it's a little complicated to get to our school.

お帰りは私が車でお送りします。
Don't worry about your transportation back home. I can give you a ride.

今回の訪問では4年生の授業を一緒にお願いします。
On this visit you and I will be team teaching fourth year students.

日程や内容については、当日来られてから詳しい打ち合わせを行います。
We'll talk in detail about our team teaching schedule and teaching plan when you arrive.

明日は時間割変更があり、1時間目と5時間目が入れ替わります。普段より少し早く8時半までにこちらにおいでくだい。
Tomorrow's schedule is changed. The first period and the fifth period will be interchanged.
Would you please come to school at about 8:30, a little earlier than usual?

明日は午後から研究会がありますので、午後は授業カットになります。
We'll have a study meeting tomorrow afternoon and so classes are canceled for the afternoon.

次回の予定日には5年生の合唱コンクールの練習があるので、授業はありません。
All the classes will be canceled because the fifth year students have to practice for the chorus contest.

今日は短縮授業で、普段より5分短くりなます。
Today the class hour is shortened by five minutes.

2 到着・出迎え 2 Arrival and Meeting

おはようございます。私はA小学校の田中です。よろしくお願いします。
Good morning Mr. Smith. I'm Tanaka of A elementary school.
I'm glad to meet you.

次回からはお迎えに参りませんので、学校までご自分でおいで下さい。
You'll be able to come to our school by yourself on your next visit, so I won't meet you at the bus stop.

3 紹介 3 Introducing the Staff of the School

まず、校長にご紹介いたしましょう。
First, I'd like to introduce you to our principal.

こちらが山田校長(教頭)です。
This is our principal(vice-principal), Ms. Yamada.

こちらは3年生を担当している木村です。
This is Mr. Kimura. He teaches the third year students.

今は授業中で誰もいませんが、後ほど戻ってきましたらご紹介します。
The others are teaching their classes now. I'll introduce them to you when their lessons are over.

4 学校案内 4 Showing around the School

こちらが職員室です。授業が終わったらこちらでお休み下さい。
This is the teachers' room. After completing your class, please come to his room to relax.

あなたの机はこちらになります。非常勤の先生と共同でお使い下さい。
You can use this desk. You'll be sharing it with the part-time teacher.

あちらのすみに湯沸かし器とカップA がありますので、どうぞご自由にお茶をお飲み下さい
A water heater and cups are available at the corner over there. Please feel free to help yourself to tea or coffee.

事務室の前に公衆電話がありますが、職員室のもお使いいただいて結構です。
The public telephone is in front of the office. You can also use the one in the teachers' room.

5 日常生活について5 Daily Life

水は5時間授業で、他の日は6時間です。1時間目は8:40に始まり、9:25に終わります。授業と授業の間は1 0 分間の休憩です。
In this school we usually have five classes on Wednesdays, six classes on the other days.
The first period starts at 8:40 and ends at 9:25. There is a 10-minute recess between classes.

6時間目は3:30に終わります。
The sixth period ends at 3:30.

昼食はこちらで給食を用意しますので、持ってこなくても結構です。
We'll prepare a school lunch for you, so you don't need to bring your lunch with you.

治療や宗教の関係で、何かお食べになれないものがおありですか。
Is there anything you can't eat for medical or religious reasons?

担任教師は給食を生徒達と一緒に食べますが、ご一緒にいかがですか。
Homeroom teachers have lunch with the students in the classroom. Will you join us?

学校教育に対する説明

1 公務分掌について1 School Job Specification

本校には5 つの公務分掌があります。教務部、生徒指導部、総務部、保健体育部、研修部です。
There are five departments in our school. They are instruction, guidance, general affairs, health and physical education, and study & training

教務課は学習指導、時間割、学校行事に関する仕事をしています。
The department of instruction is in charge of teaching subjects, preparation of the schedule, and school events.

生徒課は生徒指導及び相談、校内美化、保健指導の仕事をしています。
The guidance department is in charge of guidance, counseling, school beautification and health care guidance.

2 教育方針について2 Educational Policy

本校の教育方針は「豊かな人間性を育てる教育」です。
The goal of our school is to develop well-rounded personality.

4 Extra-4 教科外活動Curricular Activities

道徳の時間が週に1時間あります。
There is a class in moral education once a week.

学活では、生徒自身の問題について自主的な話し合いができるように指導しています。
Our main concern in the homeroom activities is to allow students to acquire the skill of democratic discussion about the things they are involved in.

4年生では、1学期に1泊2日の野外活動に行きます。
The fourth year students are involved in field activities in their first term in which they spend two days and one night out of doors.

小学校生活の中で一番思い出に残るもののひとつは修学旅行です。
The school excursion is one of the most memorable part of elementary school life.

5 生徒指導について5 Student Guidance

家庭訪問をして、親と話し合うこともあります。
Sometimes we have to visit students' homes to talk with their parents.

一見生意気そうですが、本当は素直ないい子です。
They may look impertinent but they are really gentle and good-natured.

6 クラスの雰囲気について6 Describing Classes

このクラスはとても活発で、質問も良く出ます。
The students respond quite actively in this class. They ask questions quite often.

このクラスはおとなしく、あまり発表をしません。
The students are rather quiet and don't express themselves in this class.

恥ずかしがり屋の多いクラスですが、生徒をリラックスさせてくださいませんか。
The students are shy in this class. Would you please help them feel relaxed?

あの子はひょうきんな子です。何か楽しい質問をしてくださいませんか。
He likes humor, so please ask him some funny questions.
