Good luckと先に同様な意味を言ってさらにandでI wish you all the best.「うまくいくことを祈っています。」をつけて丁寧さを出しています。
ネイティブは、日本人と違いオーバーアクションが普通ですので同じ事を違う言い回しで何度も言います。
